- Added a new school-level setting to enable semestral enrollments for Junior High School (JHS).

This setting is managed by App Admin and helps ensure correct handling of enrollment status and active enrollment records for semestral JHS students.

The setting will also be used to support upcoming academic year rollover improvements for semestral JHS setups.
Fixed
- Improved grade component ordering across Admin, Faculty, and App Admin views for consistent display.
- Fixed an issue where student enrollment status and active enrollment records were not updating correctly for RIS JHS semestral students.
- Fixed issues in the General Enrollee Statistics report, including incorrect counts and sorting across year levels, batches, and degree programs.
